I thank the Minister for that. I think he is saying, "It is awful, but we are no different from every Department, so every Department is awful". That is an unacceptable situation. I am sure you will agree that the huge number of temporary promotions in your Department is a cause of concern for existing staff in terms of available opportunities for them and is not best practice for your Department or any other in the Executive.
