All of Mr Gordon Lyons’s imported questions, contributions and motions in this mandate, newest first, including those assessed as not flagged, uncertain or not yet analysed.
I hope that the Member understands that I do not have those figures at my disposal right now. Of course, I will be happy to write to him with that information.
I will certainly be happy to find out further information on the specific issue that the Member raises. He will be aware, however, that commissioning decisions for Supporting People services are a matter for the Housing Executive, which is the commissioning body for the programme. I understand that the Living Rivers…
That is a very important issue. Overall, dealing with homelessness requires a whole-of-government approach, because the reasons for it are varied and complex. We know that young people leaving care or people with mental health or addiction issues are more likely to face homelessness. To prevent and resolve…
My Department and the Housing Executive offer a range of services to support the prevention of homelessness. We also have voluntary sector hostel accommodation for single households and families, as well as refuges for victims of domestic abuse, single lets and dispersed temporary accommodation. The Housing Executive…
The Member is absolutely right. It is a decision that the Housing Executive has taken. I am sure that it is not one that it wanted to take. The Member asked me what I am doing: I want to do everything that I can to make sure that homelessness is brief, rare and non-recurrent. I want to make sure that the funding that…
That is an issue for the Housing Executive, and its chief executive has advised me that it does not record data by parliamentary constituency but rather by local government district. I can inform the Member that, during 2023-24, the Housing Executive received 1,288 homeless presentations in Mid and East Antrim and a…
As I mentioned in my previous answer, the funding, as I understand it, is not used for those purposes. It is used to support all ratepayers, so I do not believe that a rural needs assessment has been carried out. That review is being done, however. It will be with me shortly, and I will, of course, take on board all…
The councils have informed us that the money that comes from the rates support grant is used in: "assisting all their ratepayers' rate bills". The policy impact on some of the section 75 categories is therefore considered by DFC as either "minor" or "no impact", because it affects everybody in the same way. It is not…
I do not think that that definition lies with me, but, if there are specific issues that, the Member thinks, I need to take on board as part of the outcome of the review, I am happy to do so.
First, the Member mentions the review. He will understand that that is ongoing. I expect it to be completed in mid-November. As Minister, I will do all that I can to seek as much resource as I can for my Department for all the affected areas. Secondly, regarding regional balance, it will be up to councils to decide…
Thank you, Mr Deputy Speaker. I thank the Member who secured the debate and congratulate him on doing so. I welcome the opportunity to respond. I also congratulate him on his Bruce Springsteen quote — I do not think that anybody had that on their bingo card today — and I look forward to more quotes from The Boss in…
I wish to make a statement on the creation of additional jobs in Northern Ireland following an agreement to expand the services that the Department for Communities delivers in Great Britain on behalf of the Department for Work and Pensions. I am delighted to announce 1,000 new jobs that will bring a massive boost to…
The draft Electrical Safety Standards for Private Tenancies Regulations (Northern Ireland) 2024 That the draft Electrical Safety Standards for Private Tenancies Regulations (Northern Ireland) 2024 be approved.
I am considering consultation proposals from my officials to support the introduction of a £20,000 registration threshold below which charities in Northern Ireland would not be required to register with or report to the Charity Commission. Too many charities in Northern Ireland have to do too much work, and that puts…
The independent review of charity regulation report was published in January 2022. It made 93 interlinked and mutually dependent recommendations to improve the regulatory framework and the role of the Charity Commission for Northern Ireland within that framework.
That is another important element of making sure that we get the planning system right. The Member will be aware of the significant role that planners play in local government. They have a role to play in making sure that their planning systems are as efficient as possible. That means working with applicants to make…
As I indicated to Members earlier, dealing with delays will be an important element of the housing supply strategy. Delays are one of the barriers to the rapid building of the new homes that we need to see. I have engaged with the Department for Infrastructure and with Minister O'Dowd in order to highlight some of the…
I am grateful to the Member for her comments. She is absolutely right: it lay for far too long. We saw no movement for 13 years. I am pleased that we are now making good progress and that the first letters of offer will be out to clubs by the end of this financial year. That is real progress and real delivery. I…
I am pleased to say that good progress is being made in advancing the Northern Ireland Football Fund. Many clubs have asked for funding to help them develop their business case. I am happy to announce today that a further five clubs will be provided with funding in order to do so. They are Newington, PSNI, Institute,…
I am happy to speak to the Member specifically about this and any cases that are outstanding. I know that further engagement will take place to agree the new processes and amendments to the customer notifications that are needed to support the change. That should have been introduced last month. If there are further…
I am aware of the issue. Those overpayments have caused concern; a number of Members have highlighted that. I have also been made aware that not all customers are being given the same opportunity to access support from the Department to manage their debts. I can advise that work is being progressed to introduce a…
We spend too much money on temporary accommodation. That money should be spent on preventing homelessness, because that will save us in the long term. We need to do everything that we can to make sure that we help those who are most in need, because we understand that homelessness causes further problems for people…
Homelessness is a scourge on society. Far too many people do not have a stable home to live in, and that has impacts for them and their families, including children and their schooling. I do not have an update on youth homelessness for the Member, but, when I do, I will be able to share it with him.
We will look at that through the housing supply strategy, but there is a role for the rates system, for example, to put pressure on the owners of homes that have been vacant for, in some cases, years. Sometimes, they are a hub for antisocial behaviour, and they are homes that someone could be living in. There are ways…
