What I will not do is encourage the Member to speak to his colleague, because I know that the Minister of Finance wants to bring forward budgets for resource and capital spending. I cannot make a commitment without a capital budget, however. I need to know what my budget will be, after which I will have to look at the priorities. I am not particularly optimistic that that venue will be high up the list, because there are a lot of demands on my budget. In an ideal world, of course, I would give that commitment here and now, but I am not in a position to do so. I regret that.
