Text
First of all, the public are not being asked to pay for it in my consultation. We are asking the people who want to hold a firearm to pay for their own licensing arrangements on a cost-recovery basis — to pay what it costs. The reason for the £2 million deficit to which you refer is not the inefficiency of the office but the fact that we do not charge enough for the service. Therefore, of course, there is a deficiency in income. When it comes to the efficiency of the service, however, PSNI's strategic transformation team has taken forward work on how it can speed up the firearms licensing process to provide a more efficient and effective service. That does not, however, change the fact that it will still cost significantly more than people currently pay for that service in exactly the same way in which the Department's firearms branch, which deals with appeals, currently has to subsidise those in their entirety.
