Text
My officials have sat down and sit down regularly with the other two partners, but, whilst people are not happy with where it sits now, there is no formal agreement about where it should lie. To be clear, there are those who wish to move it to the Department, but that would not be appropriate, given that the Department has no employment role with the PSNI and it is ultimately an employment benefit scheme. There is also, I think, the assumption that, if it moved to the Department, it would offload a lot of the pressure and cost that goes along with the scheme, but it would not, because along with the transfer of functions will be the transfer of finance, and that is clear. We need to bottom out exactly what the arrangements should be. My officials have already sat down at the regular tripartite meetings, and the issue emerges from time to time. However, once there is a consensus on where it should lie, we will take forward the required legislation to bring the discussion to an end. In the interim, there are responsibilities set out in legislation that simply need to be adhered to.
