Text
In recent years, the Department has introduced a number of powers around that. I will write to you to set them out, because the detail is in my papers amongst a number of pages. There are powers for councils to use. I am disappointed that two district councils have decided not to sign the cooperation agreement between the Northern Ireland Environment Agency and district councils. I urge Armagh City, Banbridge and Craigavon Borough Council and Mid and East Antrim Borough Council to sign it. I have not named them before, but I do so now because it is absolutely ridiculous that they have not signed an agreement to cooperate on tackling the issue.
