Text

I make no apologies for having been an optimist in December or for being an optimist in the last few days of April. My job as Finance Minister is to bring a draft Budget to the Executive. I have done that. I believe that the draft Budget that I brought forward was the best possible attempt at delivering change with the quantum of funding that we have. I note, however, that, since 6 January — the public consultation closed on 3 March — the SDLP — the official Opposition — has not produced an alternative Budget.

Assessment

Not flagged

Jev’s structured answers met the documented threshold for “not flagged”.

  • Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.05 (flagging needs at least 0.70; at or below 0.30 is not flagged).
  • None of the five culture-war criteria was met (each was below 0.60).
  • No identity-based framing was identified (1.00).
  • The overall probability was at or below the not-flagging threshold.

This is an AI-generated assessment of the text, made against published criteria. It is not a finding of fact about the MLA or their intentions. The Assembly record itself is the fact.
