Text
The principle of asking which Department pays for what and responsibility being in the right place matters. From our point of view, it is not about pushing that around with other parties. It sits partly with Westminster and partly with the Department for Communities, which is led by our Minister. The principle is that we need to make sure that the right Department looks after that responsibility, particularly when we are dealing with cases such as the Department of Education and probably the Department of Health as well, where there are such huge responsibilities and where — as you will know, from the Committee on which you sit — the budget does not meet the need.
