Text

I welcome the support for the aggravator model that we have heard so far in the debate. To be clear, it is not about being restrictive. We consulted on the categories in the Bill at the moment. There is also a clause that allows us to add by regulation additional categories, given that a phase 2 consultation will look at other protected characteristics: for example, defining age, sectarianism and so on are more complex issues that were not covered in the phase 1 consultation, but they can be added without further primary legislation after the Bill is passed.
