I welcome the Minister's very clear position and his demonstrable actions to date to try to make progress on the hugely important issue. Does he agree, however, that we are now in a rapidly shrinking window of opportunity to make progress with the Bill and that, if the Executive blockage is not soon removed, the opportunity to progress that vital MUP legislation in this mandate will be lost?
