Text
To engage with the Treasury. However, it is also true to say that the Minister of Finance clearly does not yet have an Executive position on the draft Budget. What is to stop the Minister of Finance saying, "Here are my preferences on fiscal devolution", given that he is already effectively saying, "Here are my preferences for what I am going to do with the draft Budget"? Why is a multi-year Budget without Executive agreement OK but fiscal devolution proposals are not?
