Text

I made the decision to offer the real living wage from 1 September some months ago. It was on foot of discussions with officials. It is so long ago that Peter May was permanent secretary; it was a while ago. I wanted to do it, and I was told at the time that it was possible. At that time, I think, we were projecting pay awards of 2·8%: they turned out to be 3·6% and 4%, and that played into the unaffordability of going for the real living wage from 1 September. At the time that I committed to the real living wage, I was unaware of what percentage, if any, of social care staff were being paid the real living wage by their employers.
