Text
Mr Kingston asked the First Minister and deputy First Minister, after stating that it is astonishing that the Public Prosecution Service has said that there is insufficient evidence to prosecute the Sinn Féin employee who resigned from his employment with the Assembly after the damage caused to the portrait of former lord mayor Lord Browne at Belfast City Hall last November, whether the First Minister, in the interests of good relations, urged Sinn Féin MLAs who had knowledge of that event to cooperate with the police investigation.

Against the published rubric
The question concerns the damage to a former lord mayor's portrait at City Hall and asks whether the First Minister urged colleagues "to cooperate with the police investigation". That is conduct by specific people and a criminal investigation, not a community's culture being slighted. The follow-up's claim that it is "not credible" for a party to say it did not notice its former employee is sharp party-political criticism of specific people's account of events. It does not attribute hostility to a whole community, use loaded identity language or frame the matter as unionists against nationalists, so the rubric's markers of culture-war activity are not clearly met.
Public interest or divisiveness
Seeking accountability and cooperation with police over damage to a civic portrait is a legitimate matter, and the question invokes good relations rather than communal grievance. However, it is put to a minister who has no role in a prosecution decision, and the follow-up is mainly aimed at embarrassing a rival party over a symbolically charged incident. The activity therefore combines genuine accountability with substantial partisan point-scoring.
