Text

I join in with the warm words of welcome from Members for the Minister's statement. Minister, I want to know what you are doing to address the scandal in sports such as swimming, cycling, rowing and boxing, where barriers are placed in the way of young athletes who want to represent the UK at the Olympics, with the default position being that they have to compete under the foreign tricolour. Surely, in 2025, the Sport NI policy of recognising only one governing body for a sport in Northern Ireland urgently needs to be changed.

Assessment

Flagged Sport (including the GAA), the arts and cultural bodies

Flagged on a second assessment, because Jev’s answers did not settle it. The reasons are given below.

  • Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.47 (flagging needs at least 0.70; at or below 0.30 is not flagged).
  • Criteria met: Cultural grievance politics (0.74).
  • No identity-based framing was identified (0.55).
  • Subject area: Sport (including the GAA), the arts and cultural bodies.
  • The answers did not meet either automatic threshold.

What a flag means. A flag means the activity contains at least one instance of culture-war framing that met the published test. It does not mean the whole activity is divisive, or that its substantive arguments are wrong.

Second assessment

Jev’s answers did not settle this record, so a second model, claude-opus-5-5, read the same text (without the MLA’s name or party) and gave its reasons on 21 October 2026. How the second assessment works

Against the published rubric

The contribution raises a real policy question, Sport NI's practice of recognising 'only one governing body for a sport' and how that affects athletes' pathways to the Olympics. However, it frames the issue mainly as a British-versus-Irish contest, calling it a 'scandal' that young athletes must 'compete under the foreign tricolour'. Describing the Irish flag as 'foreign' in Northern Ireland, where many people hold Irish identity, is a loaded label that casts one community's national symbol as alien. That meets the rubric's tests for identity framing and dog-whistle language, and the policy request is largely carried by that grievance.

Public interest or divisiveness

Athlete pathways and governing-body recognition are legitimate matters for the Minister and Sport NI, so there is real substance here. But the emphasis is on which national flag athletes appear under, and the language presents the other tradition's flag as foreign rather than as one of two legitimate identities. A question objecting to athletes competing under a 'foreign Union flag' would be judged in the same way, so the identity point-scoring is substantial alongside the policy point.
