Text
The Member is absolutely right: we should be sensitive to that. Unfortunately, there are far too many people who are insensitive to what took place there and will not even allow a simple memorial to stand there. I assure her that we will do everything that we can to make sure that any development in that area is sensitive to the memory of those who were murdered at that location.

Assessment
Not flagged on a second assessment, because Jev’s answers did not settle it. The reasons are given below.
- Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.19 (flagging needs at least 0.70; at or below 0.30 is not flagged).
- Criteria met: Cultural grievance politics (0.81).
- No identity-based framing was identified (0.59).
- Subject area: Legacy of the Troubles, victims and paramilitarism.
- The overall probability was low but at least one criterion was strongly met; the answers conflict, so it is left uncertain.

Against the published rubric
The text is a ministerial answer assuring that "any development in that area is sensitive to the memory of those who were murdered" at Narrow Water, so its main point is how a site connected to a Troubles atrocity is handled. The remark about people who "will not even allow a simple memorial to stand there" criticises the removal or attack of a memorial to victims. It does not attribute this to a whole community or use loaded language about a group, so it does not meet the rubric's tests for identity framing, antagonism or dog-whistling.
Public interest or divisiveness
The contribution mainly concerns respect for victims of a killing and how future development at the site should take account of that, which is a legitimate public-interest matter. The aside about insensitive people touches on a contested memorial issue, but it is aimed at conduct rather than at a group, and it is brief compared with the practical assurance given.
