Text
I thank the Minister for his response. I agree that only biological women should compete with each other in female sporting codes. Will he commit to writing to the sporting bodies that his Department funds to make them aware of the Supreme Court judgement and ask for a response from them?
51 words. Text as published by the Northern Ireland Assembly.
Assessment
Not flagged on a second assessment, because Jev’s answers did not settle it. The reasons are given below.
- Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.45 (flagging needs at least 0.70; at or below 0.30 is not flagged).
- None of the five culture-war criteria was met (each was below 0.60).
- Assessed as legitimate policy scrutiny (0.68).
- The text adopts the identity-based framing in its own voice (0.65).
- Subject area: Gender, sexuality, abortion and related social issues.
- The answers did not meet either automatic threshold.

Against the published rubric
The text takes a clear position on a recognised flashpoint, saying that "only biological women should compete with each other in female sporting codes". However, it uses no derogatory labels, stereotypes or threat imagery about transgender people. Its request is concrete: that the Minister write to the sporting bodies his Department funds about "the Supreme Court judgement" and ask for their response. This engages with eligibility rules and a legal development rather than framing the issue mainly as one group winning or losing, so it does not meet the rubric's test for culture-war activity.
Public interest or divisiveness
Who may compete in female categories is a live policy and legal question for sporting bodies and the departments that fund them, and the request serves a decision those bodies actually face. At the same time, the question presses public bodies to act on one side of a contested identity debate, in a way that bears on transgender women's inclusion in sport. Both elements are substantial, but the main function is policy advocacy rather than hostility or point-scoring.
