Text
We were already operating in a difficult environment. Although we were not aware of some of the specific changes that were coming, the strategy has been drafted in such a way that means that we are dealing with the root causes of poverty and are not just looking at the benefit and welfare system, as important as that is. The strategy will tackle the root causes of poverty. We will adapt and change it through those action plans. It is about setting a framework; it will not be set in stone.
