Text

Minister, there was no implication that the spend was in any way underhand. It is just that if we look at the history of how the black box has been used, for me, who has been a member of the Finance Committee for a long time, it raises concern. As I said, it is good that the figure has come down from a billion pounds, but the rules state that it should be no more than a million pounds, and it is at £24 million. If it is an accounting irregularity, a very close eye needs to be kept on it.

Not qualifying

Jev’s structured answers met the documented threshold for “not qualifying”.

  • Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.03 (qualifying needs at least 0.70; at or below 0.30 is not qualifying).

  • Assessed as legitimate policy scrutiny (0.91).
  • No identity-based framing was identified (1.00).
  • The overall probability was at or below the not-qualifying threshold.
