Text
There are a number of reasons. Different legislative constructs were put in place for particular purposes in order to ensure the absolute independence of the Police Ombudsman and of, for example, the judiciary, the PSNI and the Policing Board, to which I have referred. The legislative framework is different. I answer questions with respect to the Prison Service and probation because they are not covered by the same legislative constraints. To be clear, there is no mechanism whatever in legislation for any assessment of the ombudsman herself or her performance. There never has been. It is only the office that I can hold to account for its performance, and that is against the annual plan that the ombudsman sets.
