Text
To ask the Minister for Communities, pursuant to AQW 7535/22-27, (i) to provide a copy of the funding agreement; (ii) to confirm that a non-public authority, such as the GAA, must comply with Section 75 of the Northern Ireland Act 1998; and (iii) to detail how the funding agreement will ensure that Casement Park is not used for any events to commemorate terrorism.
63 words. Text as published by the Northern Ireland Assembly.
Assessment
Sport (including the GAA), the arts and cultural bodies
Flagged on a second assessment, because Jev’s answers did not settle it. The reasons are given below.
- Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.34 (flagging needs at least 0.70; at or below 0.30 is not flagged).
- None of the five culture-war criteria was met (each was below 0.60).
- Assessed as legitimate policy scrutiny (0.68).
- The text adopts the identity-based framing in its own voice (0.62).
- Subject area: Sport (including the GAA), the arts and cultural bodies.
- The answers did not meet either automatic threshold.
What a flag means. A flag means the activity contains at least one instance of culture-war framing that met the published test. It does not mean the whole activity is divisive, or that its substantive arguments are wrong.
This is an AI-generated assessment of the text, made against published criteria. It is not a finding of fact about the MLA or their intentions. The Assembly record itself is the fact.
Second assessment
Jev’s answers did not settle this record, so a second model, claude-opus-5-5, read the same text (without the MLA’s name or party) and gave its reasons on 23 October 2026. How the second assessment works
- Verdict
- Flagged
- Public interest or divisiveness
- Mixed
Against the published rubric
Parts (i) and (ii) seek a funding agreement and a legal point on Section 75, which are ordinary scrutiny of public money. Part (iii), however, asks how the agreement will ensure Casement Park "is not used for any events to commemorate terrorism". That builds into the question a premise linking the GAA and its stadium to terrorism commemoration, which the rubric names as a recognised indirect attack. The closing request turns a funding query into a vehicle for that insinuation, on a familiar flashpoint about GAA funding.
Public interest or divisiveness
Asking for the terms of a large public grant and whether the recipient has equality duties is legitimate scrutiny. But the evident function of the final part is to put on record a suspicion that one community's sporting venue will host terrorist commemorations. A comparable question is not typically asked of other publicly funded stadiums. The practical element is real but thin next to that framing, so the activity is partly substantive and partly divisive.
