Text

On a point of order, Mr Speaker, in response to a question from me, the deputy First Minister claimed that the prison buildings at the Maze were listed at the request of the then Secretary of State. Will you require the deputy First Minister to correct the record to reflect the fact that the request for listing the buildings came from convicted IRA murderer Paul Butler? Will you also ensure that the deputy First Minister makes clear that the powers to delist the buildings lie with her party colleague Minister Lyons?

Assessment

Flagged Legacy of the Troubles, victims and paramilitarism

Flagged on a second assessment, because Jev’s answers did not settle it. The reasons are given below.

  • Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.74 (flagging needs at least 0.70; at or below 0.30 is not flagged).
  • Criteria met: Controversy escalation (0.75).
  • The text adopts the identity-based framing in its own voice (0.54).
  • Subject area: Legacy of the Troubles, victims and paramilitarism.
  • The answers did not meet either automatic threshold.

This is an AI-generated assessment of the text, made against published criteria. It is not a finding of fact about the MLA or their intentions. The Assembly record itself is the fact.

Second assessment

Jev’s answers did not settle this record, so a second model, claude-opus-5-5, read the same text (without the MLA’s name or party) and gave its reasons on 21 October 2026. How the second assessment works

Mainly advances divisiveness

Against the published rubric

The text uses a point of order, a procedural device, to put on record that the request to list the Maze prison buildings came from a "convicted IRA murderer" and that the power to delist lies with the deputy First Minister's "party colleague". It does not seek information for a decision. Its weight falls on linking the listing to a named republican prisoner and on embarrassing a minister over the Maze, a recognised legacy flashpoint. That fits the rubric's description of escalating a symbolic legacy controversy and seeking to embarrass opponents over it, though it does not attack a whole community.

Public interest or divisiveness

Asking for the record to be accurate has some value, and who holds the power to delist is a real point of law. But the Speaker does not control ministers' answers, so the request mainly serves to air the claim about the listing's origin and to press the long-running Maze row. The main effect is point-scoring on a Troubles legacy dispute rather than dealing with the future of the site.
