Text
Thank you, Mr Blair. I am keen to bring forward proposals to set up an independent EPA for consideration by the Executive. I want to explore models that will deliver improved and more independent environmental governance. Much has been said in the past by various individuals and groups about the lack of separation between the policy and regulatory roles of DAERA and NIEA and the need for some degree of independence. It has been said that an independent environmental protection agency could deliver that and more, including improved public confidence in our governance arrangements and a reduction in environmental degradation. I understand the concerns raised about current arrangements and see value in an independent environmental protection agency. I also recognise the commitment in New Decade, New Approach. I have made clear in the past my commitment to this, but we need to work this through to ensure that we fully understand the issues and the potential solutions to them. This is in a complex area, and it needs to be fully scoped out in the changing environmental landscape in Northern Ireland.
