Text
I thank the Minister for that. I agree with her last point especially, and I welcome the other legislation that she is going to bring through on the issue. However, I have an overriding concern about payments being potentially limited, late or not forthcoming with this legislation or, potentially, the new legislation that the Minister mentioned. Access to justice should be for all, not just those who are able to pay. Clause 29 focuses on criminal records, youth justice and the need for transparency with the rights of children. There is no mention in the Bill of a clean slate policy for young people when they turn 18 and giving them a second chance — a chance to start their life again. That should be considered by the Minister. I look forward to some clarity on the other points that I have made.
