Text
There are two separate issues, and it is important to disentangle them. One is the wider review of criminal and civil legal aid, which is ongoing. Judge Burgess has provided a report on that, and it will look at the taxing master as one issue. There is a slightly separate issue on where the taxing master, as currently constructed, can use their powers. I have to say that you are not the only person who finds what the taxing master does confusing. It is one of the most opaque processes that I have come across, and one of my reasons for looking at its reform is my belief that all public money should be transparently and openly accounted for.
