Text

I agree with the Member that addressing overcommitments and living within the budget should be the top priority for any Minister. All Ministers are autonomous within their Departments and have to take decisions to live responsibly, but the consequences of any Department overspending this year would be dire for the Executive as a whole, given the fact that the overcommitted funding would come out of next year's Budget. It would also call into question the write-off of the £559 million of what the Treasury called "debt" from previous years. It is incumbent on all Ministers to take the decisions that are necessary to live within their budgets and not put the Executive in that position.
