Text
As we have gathered from the announcement today on the Programme for Government, funding remains the most challenging issue that faces the Executive. It is particularly challenging in the Department of Justice and, indeed, the Department of Health, and it is a shared strategy. Funding and affordability issues remain challenging, and I cannot excuse the fact that that is the case. We will continue to have impact on the scale and pace of delivery within the strategy. However, we have looked at the statutory and contractual commitments and prioritised those so that we can make progress and try to create a programme around the domestic and sexual abuse strategy that is scalable, depending on the funding that is made available to us. However, if we are to recognise the seriousness of the issue — that people are losing their lives as a result of domestic and sexual abuse and that people's lives are being irreparably damaged as a result — we have to let our money follow where our good intentions lead.
