Text

The A5 scheme has, I think, been on the cards for 17 years. It is far too long from announcement to delivery. That delay can be for various reasons. It can involve procurement, design, challenges to procurement or design, legal challenges, public inquiries, and, quite rightly, having to deal with landowners who seek compensation for our taking their land. There are so many different moving parts in a major scheme that it can cause delay. The Executive and Departments need to sit down together and engage on how we can speed those things up, because the inflationary pressure alone on costs is frightening, never mind anything else. We have to look at all the policies and frameworks that we have to deal with to ensure that they are effective, efficient and necessary. The key objective is that we deliver for the public good.
