Text

I am aware of the concerns. I engaged with the USPCA before I made the announcement in the Chamber. I recognised that there would probably be a difference of opinion on it. I was presented with a public-safety issue and the current legislation. I know what the calls are from the organisations that you outlined: that we should deal with the deed and not the breed. I am very keen to engage with those organisations and for them to present me with proposals on how we can legislate for that and bring it into being. As I responded to John Blair, I want to go through a process of co-design of future legislation. That will probably elicit a bit more on how we can move beyond the legislation that we have at the moment. There is a genuine desire to find solutions on the issue.

Assessment

Not flagged

Jev’s structured answers met the documented threshold for “not flagged”.

  • None of the five culture-war criteria was met (each was below 0.60).
  • Assessed as legitimate policy scrutiny (0.89).
  • No identity-based framing was identified (1.00).
  • The overall probability was at or below the not-flagging threshold.

This is an AI-generated assessment of the text, made against published criteria. It is not a finding of fact about the MLA or their intentions. The Assembly record itself is the fact.
