Text
The Member is right. The programme that I have announced will take that long-term strategic view. As I outlined in my statement, the number of children presenting and requiring a statement of educational need has increased significantly over the past number of years. That is expected to rise up to 2032. What are we doing to make sure that the estate is able to meet that need? That is what the programme is all about: assessing the need and making sure that we have an estate available to meet that need. That way, we will not be dealing with the kinds of crises that have been taking place with putting in classroom units and trying to identify at the last minute where we can put in provision. We need to move away from that. This is the start of that process, where we move to a planned, fit-for-purpose education system for those with special educational needs.
