Text
It is always difficult, because a boundary is drawn around certain areas that either qualify or do not qualify, and sometimes it can, of course, be as simple as a house to a house or a street to a street. We therefore try to show flexibility in many of the Executive Office programmes. For Urban Villages, for example, we were able to adopt that flexible approach. I agree with the Member that there should be flexibility in the CIT project as it moves forward. We are undertaking the evaluation of phase 2, and that evaluation will inform phase 3. The matter raised by the Member has certainly come up, and I have heard her on that issue.

Assessment
Jev’s structured answers met the documented threshold for “not qualifying”.
- Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.04 (qualifying needs at least 0.70; at or below 0.30 is not qualifying).
- None of the five culture-war criteria was met (each was below 0.60).
- No identity-based framing was identified (1.00).
- The overall probability was at or below the not-qualifying threshold.
