I have to be honest with the House and say that it will not be in my gift. The matter is outside the control of any one Department and of the Northern Ireland Executive. I have explained to the Member the difficulties that exist. There is uncertainty around cost and funding, but I can commit to providing that information to the House as soon as I can.
