Text

The process is ongoing. The First Minister and I expect proposals to be brought to us shortly. There is, of course, an in-built consultation process, and not just with the Assembly, which is a legislative requirement. However, we also want to get out there and listen to various groups about the issues on the ground. You are absolutely right. We only have to look to our closest neighbours to see the housing crisis there in terms of not just homelessness and social housing but access to affordable housing for families right throughout those places. We are very conscious of that. In order to prevent that from happening here, work needs to commence now. We have already discussed that, and it will be fully taken into account in the PFG process.

Assessment

Not qualifying

Jev’s structured answers met the documented threshold for “not qualifying”.

  • Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.03 (qualifying needs at least 0.70; at or below 0.30 is not qualifying).
  • None of the five culture-war criteria was met (each was below 0.60).
  • Assessed as legitimate policy scrutiny (0.61).
  • No identity-based framing was identified (1.00).
  • The overall probability was at or below the not-qualifying threshold.

This is an AI-generated assessment of the text, made against published criteria. It is not a finding of fact about the MLA or their intentions. The Assembly record itself is the fact.
