Text
I thank the Member for giving way, and I know that she will not have time added on. I am glad that the Member raised that point, because I did not get a chance to address the Minister on it. I thank the Department for the work that it has done on the costings, but what has been missing all along is the fact that savings could well be made not just fiscally but in the improvement to children's lives. If we get the early identification of needs and early support in, guess what? Our ambition should be to reduce the burden on the special education budget, which is costing £0·5 billion at this point. I offer a challenge to the Minister to ensure that not just the cost but the savings are factored into those fiscal arrangements.
