I thank the Member for giving way. He has spent quite a bit of money so far in what he has said, if only the Executive were back. The Member said that energy is a devolved issue: it absolutely is. If that is the case, however, why has the energy price guarantee been delivered in Northern Ireland? Does he accept that the money that was originally given for the energy payments in February was given as a result of that money originally being a loan?
