Text
Ten Years Since Bengoa
That this Assembly notes that ten years have passed since the publication of the Bengoa Report, Systems, Not Structures: Changing Health and Social Care which outlined the case for transformation of health and social care in Northern Ireland, including a greater focus on prevention, primary and community care and the delivery of specialist services in a way that improves outcomes for patients; agrees that transformation remains essential to building a sustainable, effective and accessible health service; expresses regret that, despite widespread acceptance of the case for change, progress has been impeded by a collective failure to deliver transformation while maintaining the confidence of patients, staff and communities; believes that communities should be able to see how change will deliver better, safer and more accessible services; and calls on all political parties to work together to establish a new political consensus on health transformation, underpinned by honesty, geographic reality and the public good, and capable of delivering an agreed programme of reform over the next five years.
