Tackling Motor Insurance Costs for Young Drivers
That this Assembly expresses alarm that Northern Ireland recorded the highest increase in young driver insurance costs in the United Kingdom in the final quarter of 2025; notes that Northern Ireland is the second most expensive region in the United Kingdom for young motorists after London; further notes that seven local district council areas reported premiums above £2,000, with Belfast, Lisburn and Castlereagh, and Fermanagh and Omagh the worst affected areas; highlights the disparity in premiums for eighteen and nineteen year olds; acknowledges the UK Government consultation on introducing a minimum time period between passing a theory test and taking a practical driving test; and calls on the Minister for Infrastructure to work with her counterparts across the United Kingdom to address the soaring cost of motor insurance for young people, including by exploring the merits of graduated driving licences, restricting the number of young passengers and a lower blood alcohol limit for young drivers.
