Challenging the Harm Posed by the Windsor Framework - Amendment 1
Leave out all after ‘Context of the Windsor Framework;’ and insert: ‘recognises that the Windsor Framework remains essential in protecting Northern Ireland from the worst impacts of Brexit, while acknowledging ongoing challenges, particularly for small and medium-sized businesses moving goods; further notes the issues outlined by the Northern Ireland Scrutiny Committee in the governance arrangements of the Framework; notes the negative impacts of EU exit in relation to cross-border services trade and other areas not covered by the Windsor Framework; highlights the underexplored opportunities for greater Northern Ireland representation on outstanding issues, including via Article 14(b) of the Northern Ireland Protocol/Windsor Framework, the opening of an European Commission office in Belfast and representation in the EU Parliament; expresses concern that the opportunities provided by dual-market access have not been fully realised or promoted by the Executive; agrees that the forthcoming Irish Presidency of the EU Council provides a timely opportunity to strengthen Northern Ireland’s voice within the operation of the Windsor Framework and to maximise the economic and social benefits of dual-market access; and calls on the First Minister and deputy First Minister to work jointly with the UK Government, Irish Government and the European Commission to ensure that Northern Ireland’s interests are clearly represented and advanced during this period.’
