Failure to Transform the Criminal Justice System - Amendment 1

Leave out all after ‘alarmed that’ and insert:

‘regular Assembly collapse and consistent underfunding of the justice system has contributed to this outcome and undermined strategies and policy development; notes the increasing need to tackle the factors that contribute to delay, including long police investigations, slow prosecutorial decision-making and cases not ready to proceed at court; further notes that delay may have the perverse effect of allowing those remanded to be released for time-served at the time of sentencing; highlights the negative impact this has on victims and wider public confidence in the criminal justice system; recognises that senior justice leaders are taking forward system-wide change through the Speeding up Justice Programme; and calls on the Minister of Justice to outline her action plan for development of a shared future vision and wider measures, through the Speeding up Justice Programme, aimed at reducing avoidable delay, freeing capacity and facilitating more proportionate and effective responses to offending behaviours.’
