Special Educational Needs Reform Agenda and Delivery Plan
That this Assembly welcomes the publication of the Special Educational Needs (SEN) Reform Agenda 2025 and the five-year Delivery Plan; notes that this document does not provide any clear timescales for the implementation of services, an indication of resource requirements or an overview of necessary workforce planning with Department of Health colleagues; regrets the continued crisis of significant numbers of children with special educational needs remaining unplaced ahead of the start of a new academic year; recognises that many children with a statement of special educational needs do not have access to a full-time placement which is appropriate for their needs; further regrets the lack of progress made to date on the publication of an inclusive education policy; and calls on the Minister of Education to provide clear timescales for the implementation and delivery of the SEN Reform Agenda 2025 and the five-year Delivery Plan, to detail the annual financial and human resources required to deliver Plan, and to outline how he will ensure all learners are able to fully access the services they require, at the point of need; further calls on the Minister to demonstrate how he will ensure that all pupils requiring a placement for September 2025, receive an appropriate school place before the start of the new academic year; and calls on the Minister to produce an inclusive education policy which clearly demonstrates how our education system will ensure all learners of all abilities and from all backgrounds reach their full potential.
