To ask the Minister of Education to detail how his Department is evaluating the effectiveness of the Sure Start programme's expansion and outreach model, including (i) any measurable outcomes being used to assess its impact on children and families; (ii) how evidence of unmet need among families living outside designated catchment areas will inform decisions on further expansion; and (iii) the anticipated timescale for completing the planned scoping study into options for further expansion of the programme.
