Assessment
Gender, sexuality, abortion and related social issues
Flagged on a second assessment, because Jev’s answers did not settle it. The reasons are given below.
- Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.68 (flagging needs at least 0.70; at or below 0.30 is not flagged).
- None of the five culture-war criteria was met (each was below 0.60).
- The text adopts the identity-based framing in its own voice (0.58).
- Subject area: Gender, sexuality, abortion and related social issues.
- The answers did not meet either automatic threshold.
What a flag means. A flag means the activity contains at least one instance of culture-war framing that met the published test. It does not mean the whole activity is divisive, or that its substantive arguments are wrong.
This is an AI-generated assessment of the text, made against published criteria. It is not a finding of fact about the MLA or their intentions. The Assembly record itself is the fact.
Second assessment
Jev’s answers did not settle this record, so a second model, claude-opus-5-5, read the same text (without the MLA’s name or party) and gave its reasons on 21 October 2026. How the second assessment works

Against the published rubric
The question asks the Minister to press the Education Authority to "withdraw" its guidance on "Supporting Transgender Young People", which is one of the rubric's named flashpoints. It gives no practical ground such as legality, safeguarding, cost or how the guidance works in schools. Its only content is a call to remove a public body's support for one group, so it adopts the position rather than scrutinising the policy. The wording contains no loaded terms, but the rubric treats seeking to remove a group's recognition or support from a public institution as culture-war activity.
Public interest or divisiveness
Whether guidance is kept or withdrawn is a decision a department can make, and objections to it could in principle be argued on their merits. This question, however, does not ask for information or engage with what the guidance says. Its evident function is to put on record opposition to schools and youth services supporting transgender young people. That mainly contests a group's place and support in public services rather than dealing with the substance of the issue.
