Assessment

Flagged Legacy of the Troubles, victims and paramilitarism

Flagged on a second assessment, because Jev’s answers did not settle it. The reasons are given below.

  • Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.59 (flagging needs at least 0.70; at or below 0.30 is not flagged).
  • None of the five culture-war criteria was met (each was below 0.60).
  • Assessed as legitimate policy scrutiny (0.62).
  • No identity-based framing was identified (0.43).
  • Subject area: Legacy of the Troubles, victims and paramilitarism.
  • The answers did not meet either automatic threshold.

Second assessment

Jev’s answers did not settle this record, so a second model, claude-opus-5-5, read the same text (without the MLA’s name or party) and gave its reasons on 21 October 2026. How the second assessment works

Against the published rubric

The question asks about authorisation, cost, other venues and ministerial awareness of an ordinary library book launch. It singles this launch out by tying it to "victims of IRA terrorism", and it asks whether other Libraries NI premises are hosting "similar launch events for the book". Routine questions about who authorised an event and what it cost would not normally be asked about a library book launch. Here they serve to contest a public body facilitating this author, which places the record on the recognised legacy flashpoint and points to controversy escalation over a minor event.

Public interest or divisiveness

The impact of public bodies' decisions on Troubles victims is a genuine and serious concern, and asking who authorised a use of public premises is legitimate scrutiny. However, the cost of a library launch is trivial, and the question's evident function is to put an objection on the record and embarrass the minister ("whether he was aware of this event in advance") rather than to inform a decision the department has to make. The same standard would apply to a question objecting to a library hosting a loyalist figure's book. Both elements are substantial, but the point-scoring use of a legacy dispute weighs heavily.
