Text
To ask the Minister for the Economy to detail any economic assessment she is a planning to undertake of the impacts in the latter half of 2026 of (i) the European Commission's proposal for a Council Regulation COM (2023) 259, given that the Financial Secretary to the Treasury wrote to the House of Lords' Northern Ireland Scrutiny Committee on the 8 April 2026, stating that, as only between 75 and 80 per cent of parcels are covered by UK Carrier Scheme or the UK Internal Market Scheme, up to 25 per cent, as estimated by the Office for National Statistics, as around 20 million packages per annum will be subject to the €3 duty from July of 2026, which will be further subject to an additional €2 duty in December 2026; and (ii) the implications of Green House Gas Emissions Trading Scheme (Amendment) (Extension to Maritime Activities) Order 2026, which will add an additional 6 per cent cost per individual trailer or container load, again due to be applied on all Northern Ireland car ferries and shipping containers, from the 1 July 2026.
