Assessment
Not flagged on a second assessment, because Jev’s answers did not settle it. The reasons are given below.
- Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.67 (flagging needs at least 0.70; at or below 0.30 is not flagged).
- Criteria met: Controversy escalation (0.66).
- No identity-based framing was identified (0.44).
- Subject area: Gender, sexuality, abortion and related social issues.
- The answers did not meet either automatic threshold.

Against the published rubric
The question asks for factual information about who sits on a departmental advisory panel on gender identity. It checks for both sides of the debate: "organisations critical of modern gender theory" and detransitioners, alongside eleven named LGBT and trans organisations. The phrase "modern gender theory" carries a gender-critical framing, and auditing membership of a long list of trans groups could signal objection to their involvement. However, the text contains no hostile portrayal of trans people and makes no claim about them; it seeks a factual breakdown that bears on whether the panel is balanced.
Public interest or divisiveness
Whether a panel shaping health services on a contested clinical subject includes a range of perspectives is a legitimate governance question. Someone on either side of the gender debate could ask it, and the answer would serve scrutiny of departmental appointments. The loaded phrasing and the focus on trans organisations' membership give it a partisan edge on a recognised flashpoint. That edge makes the record mixed, but it does not make division its main function.
