I thank the Member for giving way. He makes an important point on the exemptions. A slight concern of mine is that secondary legislation will probably be needed for some of the things in the Bill. As I mentioned in my contribution, the time frame for that would leave businesses in uncertainty, because, if the Bill passes, there will be a grey area. Does the Member agree?
