I appreciate the Member's raising that point. That will be covered under clause 12, which is titled "Positive Action". The Member, however, raised a point that I had not considered — perhaps it is worth exploring at Committee — about an almost promotional-type arrangement for a particular age group. The Bill is more about demonstrating a need where a particular age group is perhaps disadvantaged. The Member therefore suggested something that the Bill does not consider. That is useful, and we may need to discuss it further in Committee.
