As I said to Mr O'Toole during Question Time, I am exploring all legal options to see how we can secure a pay rise for our nurses, teachers and public-sector workers. That is my ambition and my plan. The ideal way forward is to secure a Budget. In the absence of that, I will work with my Executive colleagues to secure a different way of doing it.
