Minister, you said in your initial answer that the Executive cannot conclude public-sector pay deals without setting a Budget, and the Executive have not set a Budget. Will you confirm for public-sector workers who want to know when they will get their pay deal that, unless the Executive agree a Budget, they cannot have a pay rise?
