Text
We seem to have put the cart before the horse. I know that is not a great metaphor, but if the owners of animals do not have the knowledge, they should not take the animal in the first place. They should not take ownership of an animal if they do not have sufficient knowledge or capacity to train it properly. Good ownership involves getting that right first, and then people can take on the animal.
