On a point of order, Madam Principal Deputy Speaker. For clarity, that is not what I said, or, if I did say that, it is not what I meant to say. I said that it was not the primary drag on us. Right now, the primary drag is the funding. If the funding were in place, we would still be able to meet our targets. If I were to be given the money, it is not the case that I would not be able to spend it; I could spend it. Give me the money, and we will get the homes built. It is not the primary drag on building social homes.
